It is meant to be a jokingly way to mock those who arrive late for the meeting among the tournament helpers/arbiters..

"Kalau nak datang lewat lebih baik jangan datang"

The list below with circle symbols are those who came late for their round 4 game but luckily it's not zero start. There is a 30 minute waiting time. You can imagine what the Chief Arbiter would like to tell those late players now :)
