Cheating Pen

So at the Olympiads, FIDE rules on pen is that no one is allowed to bring in their own pen and instead each player is provided one by the organisers. So what is it about the pen? Can it have tech in it to aid in cheating? 

Can only guess perhaps one that can wirelessly transmit signals to the holder on what's the best move to make. Probably through vibrations? Morse code? Before someone lectures me on giving ideas to cheaters, the act of not allowing pens to be brought in already gives any simple minded person the very same idea and questions that I have. 

So how? Should lower level tournaments like local tourneys be banning personal pens too?
